Early Childhood Care & Development Policy Partnership Three-Year Strategic Plan
The Strategic Plan outlines the three-year strategic plan of the Early Childhood Care Development Policy Partnership to support Aboriginal and Torres Strait Islander children.
Vision, Purpose & Theory of Change
- Vision: Aboriginal and Torres Strait Islander children are born healthy and thrive in their early years because they are nurtured by strong families and continually connected to their culture and community.
- Purpose: The Partnership drives improved outcomes for Aboriginal and Torres Strait Islander children and families in line with the National Agreement on Closing the Gap by establishing a joined-up approach between all governments and Aboriginal and Torres Strait Islander representatives.
- Theory of Change: When governments work in equal partnership with Aboriginal and Torres Strait Islander communities, people, and leaders, better decisions are made about legislation, policy, and programs, creating the developmental environment for Aboriginal and Torres Strait Islander children and families to thrive.
Objectives
The objectives outlined in the Strategic Plan focus on the Priority Reforms in the National Agreement, promoting healthy development, and implementing a joined-up approach between governments and communities. In its first year (2023), the Partnership will ensure equal representation in decision-making, prioritize research and promote holistic service delivery. In the second year (2024), the Partnership will focus on accountability, collaboration and translating priorities into policy and funding reforms. By the third year (2025), the Partnership aims to deliver results, evaluate progress and commission an independent review to inform future government evaluations.
