SNAICC – National Voice for our Children has been engaged by the Northern Territory Government to support sector strengthening and commissioning reform across the child and family service system. This work focuses on building the scale and sustainability of the Aboriginal Community Controlled Organisation (ACCO) child and family sector to improve the availability of culturally safe services. It supports the national commitment under the National Agreement on Closing the Gap to strengthen ACCOs (Priority Reform Two) and improve outcomes for Aboriginal children and families (Target 12).
The project will develop:
- a Sector Strengthening Plan (SSP) with implementation guidance,
- a Commissioning Framework (CF) with an Implementation Plan,
- a Market and Gap Analysis, and
- embedded Monitoring, Evaluation and Learning (MEL) components.
This work will inform future planning, funding and service improvements. We will work with communities, ACCOs and the broader sector to understand:
- what is working well,
- where support is needed, and
- what needs to change to make services stronger and culturally safe.
As part of this broader engagement process, survey responses will help shape the Reform work. We are seeking your perspective on the priorities and initiatives that should inform the Sector Strengthening Plan and Commissioning Framework so they reflect the voices and needs of communities across the Northern Territory.
The survey will be open until 11.59 pm AEST on Friday 26 June.

The survey includes a mix of multiple-choice and written-response questions and is expected to take approximately 20 minutes to complete for community members.
For organisational and government respondents, the survey includes additional questions and may take approximately 45 minutes depending on the level of detail provided.
Most survey questions are optional. Participants may also upload supporting attachments in any written format, including reports, evaluations, submissions or community feedback that provide additional context or evidence.
Participation is voluntary. If you choose not to participate, it will not affect your relationship with SNAICC.
If you wish to withdraw your consent, please email SNAICC at policyprojects@snaicc.org.au by 31 July 2026, and SNAICC will delete any copies of your survey response.
Please note that once identifying information has been removed and responses have been combined with others, it will not be possible to separate your individual responses.
Privacy and Usage
Survey responses will be used to help develop the Child and Family Sector Strengthening Plan, Commissioning Framework and Monitoring, Evaluation and Learning resources. SNAICC will take all reasonable steps to protect the confidentiality and security of personal information in its handling and storage. Only information provided within the survey will be collected, and responses will be stored in the secure SNAICC SharePoint system.
With your consent, SNAICC may also use information from the survey for future projects that are closely related. This is intended to reduce engagement burden by avoiding the need to re-engage the same stakeholders on similar topics in the near future. You may choose not to provide this consent; in that case, your responses will only be used for this project.
SNAICC will produce a Consultation Report summarising what we hear through the engagement process, including survey responses. The Consultation Report will not include any personal or sensitive information that could identify individuals, and will be shared with participants.
How will my information stay confidential?
Your participation in this survey will remain confidential. Unless you request otherwise, we will not disclose that you have participated. Individual responses will not be shared with the Department of Children and Families or any other government department. Reports will not include your name, organisation name, or any other identifying details, unless you specifically request this.
