Stakeholder engagement on the development of the Safe and Supported Second Action Plans

Safe and Supported: the National Framework for Protecting Australia’s Children 2021–2031 (Safe and Supported) is the national commitment to enhance the safety and wellbeing of children across Australia. The Framework is implemented through two Action Plans: one for all children, and another dedicated to addressing priorities for Aboriginal and Torres Strait Islander children.

Both Action Plans come to an end this year, with Second Action Plans due to commence in 2027.

The Aboriginal and Torres Strait Islander Second Action Plan will be developed in partnership between governments and the Safe and Supported Aboriginal and Torres Strait Islander Leadership Group (the Leadership Group). To support its development, SNAICC and the Leadership Group are engaging with the community-controlled child and family sector and other key stakeholders across Australia throughout September 2026.

This engagement will help ensure that the Aboriginal and Torres Strait Islander Second Action Plan will:

• reflect the priorities of Aboriginal and Torres Strait Islander children, families and communities,
• build on what has worked and been achieved in the first five years of implementation,
• address where progress has been too slow and challenges exist, and
• strengthen accountability to improve outcomes for our children and young people over the next five years.​

Engagement on the Aboriginal and Torres Strait Islander Second Action Plan will also inform the development of the broader Safe and Supported Second Action Plan for all children and, where relevant, support alignment with related action plans under the following key national frameworks:

• Our Ways – Strong Ways – Our Voices: National Aboriginal and Torres Strait Islander Plan to End Family, Domestic and Sexual Violence 2026–2036
• National Plan to End Violence against Women and Children 2022–2032
• National Strategy to Prevent and Respond to Child Sexual Abuse 2021–2030
