Our Role in Early Childhood Development
A core area of SNAICC – National Voice for our Children’s work focuses on improving early childhood development systems, services and supports so that they are accessible, effective and sustainable for Aboriginal and Torres Strait Islander children and families throughout Australia.
Aboriginal and Torres Strait Islander-led early childhood education and care services play a critical role in supporting children’s wellbeing and development. These services strengthen cultural identity, support families experiencing vulnerability and prioritise access for children who may not otherwise engage with mainstream services. Through holistic and integrated approaches, early childhood education and care services that are Aboriginal and Torres Strait Islander led respond to child and family needs, including language development, speech and hearing support, health and family services, capacity building and early intervention.
We work to enable and strengthen the Aboriginal and Torres Strait Islander community-controlled early childhood sector by supporting workforce development, capital infrastructure, service delivery and governance. We also guide the development of funding and commissioning models that are community-led, place-based and responsive to local needs, strengthening capacity, coverage, quality and long-term sustainability across the sector. A key strategic priority is strengthening our role in the early childhood development sector to support coordinated, place-based and integrated early years responses for families. This includes initiatives such as Early Years Support, Connected Beginnings, the CCCFR Expansion Program, the Aboriginal Transition Leadership Framework, the Improving Multidisciplinary Responses program and emerging priorities.
Through our work in Early Childhood Development, SNAICC contributes to ensuring Aboriginal and Torres Strait Islander children receive the strongest possible foundation for lifelong learning, wellbeing and success.

Connected Beginnings
Connected Beginnings is an Australian Government place-based, community-led grants program that supports Aboriginal and Torres Strait Islander children and families to strengthen their engagement with early childhood education, health and family support services, ensuring children are safe, healthy and ready to thrive at school by the age of five.

Early Years Support provides direct, tailored support to the early childhood development sector and represents the collective voice of Aboriginal and Torres Strait Islander community-controlled early years services, supporting the delivery of high-quality, responsive, accessible and culturally strong early years services for Aboriginal and Torres Strait Islander children.
Early Years SupportFirst Nations Playgroups
The First Nations Playgroups Pilot Program supports Aboriginal and Torres Strait Islander community-controlled organisations to deliver new, culturally informed and community-led playgroups for Aboriginal and Torres Strait Islander children and families, strengthening access to culturally safe early childhood development opportunities.

The CCCFR Expansion Program supports the establishment and strengthening of Aboriginal and Torres Strait Islander-led early childhood education and care services in remote and very remote communities, increasing access to culturally safe, community-controlled early learning for Aboriginal and Torres Strait Islander children and families.

Why Early Childhood Development Matters
Early childhood is a critical period for learning, development and wellbeing. The experiences children have in their early years shape their physical, social, emotional and cognitive development and have lasting impacts across their lives.
For Aboriginal and Torres Strait Islander children, culturally strong early childhood environments are fundamental to supporting identity and connection to family, community, culture and Country. When early childhood systems are designed and led by Aboriginal and Torres Strait Islander peoples, they reflect Aboriginal and Torres Strait Islander ways of knowing, being and doing and create an environment where children thrive.
Strong, culturally safe early childhood development supports children to grow up confident in who they are, supported by strong families and communities, and equipped for lifelong learning and wellbeing. It also plays a vital role in prevention and early intervention, reducing the need for crisis-driven responses later in life.
Alignment with Closing the Gap
Closing the gap starts with our children.
SNAICC’s work in early childhood development is a key contributor to delivering the National Agreement on Closing the Gap and achieving lasting change for Aboriginal and Torres Strait Islander children. Our work aligns with the Priority Reforms, particularly strengthening shared decision-making and building the Aboriginal and Torres Strait Islander community-controlled sector. By supporting Aboriginal and Torres Strait Islander community-controlled early childhood education and care services, programs and policies, we help grow sector capability, sustainability and leadership and ensure all children have access to culturally safe early education.
Through advocacy, policy reform and partnership with governments, we work to ensure early childhood commitments under Closing the Gap translate into real improvements in children’s lives. This includes increasing access to high-quality, culturally safe early learning, addressing inequities in early development and embedding accountability to Aboriginal and Torres Strait Islander communities. By centring self-determination and community leadership, our early childhood work supports the long-term vision of Closing the Gap: strong children, strong families and thriving, self-determining communities.
Early Childhood Care and Development Policy Partnership
SNAICC is the co-chair of the Early Childhood Care and Development Policy Partnership, a shared decision-making mechanism established under Priority Reform One of the National Agreement. Through the Early Childhood Care and Development Policy Partnership, SNAICC works directly with the Australian Government and Aboriginal and Torres Strait Islander leaders to shape early childhood policy, drive reform and improve outcomes for children in their early years.
